Cb280hk not turning on

Hello,

I aquired a Cb280hk from a friend but it wont turn on. Since i dont have warranty i am looking to fix it myself. The power supply seems to be working fine with both 5V and 20V rails providing the correct voltages but the on/off signal and the ps_on seem to have no voltage.

Does anyone know what voltage these signals are suppose to be at? No components are visibly damaged including the caps and what little testing i can do without removing parts doesnt show any obvious faults.

Further testing shows that the 5V rails are be cut in half on the main board reading at the connector only 2.5 when connected. Testing the connector not connected to the main board there is 5V so issue seems to be with main board not power supply.

    I am having this problem too... Bought new from Costco.. Monitor doesn't power up... send that one back and got a replacement... that one doesn't power up either?  Led is not lit.. black screen without the typical "Connect Video Source" message.  Also tried to connect to NVidia GTX 560ti via DVI... DOA!  How can this be?  Two brand new monitors in a row?  What is the likelyhood of that????
