I have the monitor and I'm trying to download drivers but it only has up to windows 7. Can I still use the monitor even though I have windows 8.1?

Yes, you can still use the monitor.  It should autodetect and be available, even without an OS specific driver.

The 'driver' for your monitor is not actually a driver at all. Normally, a driver package consists of two elements:

1 - An inf file which instructs Windows how and what to install etc.
    2 - The actual driver file(s).

Typically, a monitor 'driver' consists of an inf file which creates registry entries so that Windows 'knows' the capabilities of your monitor and sets default parameters - there is no requirement for a driver.
However, it may also include an icm file which basically sets a colour profile (ICC) - this is also not a driver and many may exist on your system.

The bottom line is that you should find that you can safely install the 'driver' that Acer have provided for Window 7 for example. (You may well find that they are all identical regardless of OS.) In doing so, you should find that your monitor where perhaps shown in Device Manager as 'Generic' is now named correctly.
