You don't need to install, it should be in Control Panel, Hardware and Sound.
If you are looking for the Dolby control panel, right click the speaker icon, select Sounds, click Playback tab.

Can you post your model of your laptop. Did you have when you had windows 8 and can you remember what version was it?

Acer Aspire V5 431 Windows 8 Single Language 64bit when i buy this laptop. Dolby is already installed. Then when I upgraded into Windows 8.1 no dolby installed. But the speaker sound is like dolby speaker.

Ok sir I already installed the Dolby but the On and Off in Dolby cant working. I mean if I click to YES or NO in Dolby the sound can't change. If YES in Dolby the sound is like HD but if I choose NO the sound is No distinction.

If you go toControl panel, Hardware & Sound, double click the Dolby icon, you will get a control like in snip2.
