I am using a USBC to USBC cable. I have tried multiple cables and multiple Surfaces. The monitor works on older Surface devices.

    Monitor works with older Surfaces, the issue is likely with USB-C video output or power handling on the Pro 10.
    The Surface Pro 10's USB-C port may not be providing DisplayPort Alt Mode output, or sufficient power to run the monitor, especially since portable monitors like the 16PM1Q rely on bus power over USB-C.

    This model has two USB-C ports: One for video+power and another for power only
    Try to plug a USB-C charger (15W or higher) into the second USB-C port (power only) on the monitor. Connect the Surface Pro 10 to the other USB-C port (video in) using your USB-C cable. This powers the monitor independently and resolves issues where Surface Pro 10 isn’t supplying enough power for video output.

    Another option is to use HDMI Instead as a test or workaround. Get a USB-C to HDMI adapter or Surface USB-C hub with HDMI out. Use the Mini HDMI port on the monitor
    If this works, then the issue is definitely with Surface’s USB-C DisplayPort Alt Mode output.
