Login Issue-had set up fingerprint identification but it is not working,it is asking for pin, forgot

I just bought a new computer and forgot my pin. I had set up finger print identification but it is not working. So, it is asking for pin, which I forgot. When I click on forgot pin nothing happens.

    If you've forgotten the PIN for your laptop and the fingerprint scanner isn't working, there are a few options you can try these steps:
    >If you are using a Microsoft account to sign in to your laptop, you can reset your PIN from another device by going to account.live.com/password/reset.
    >If you created a password reset disk for your account before forgetting your PIN, you can use it to reset your password. Insert the password reset disk into your laptop, and then follow the prompts to reset your PIN.
    >You can use the command prompt to reset your password. To do this, start your laptop and press the F8 key repeatedly until you see the Advanced Boot Options screen. Select "Safe Mode with Command Prompt," and then enter the following command: "net user [username] *". Replace "[username]" with your user account name. You'll then be prompted to enter a new password.

    If the above steps fil, You can also try tp renaming the NGC folder using the command prompt should remove all PIN settings and fix the problem.
    Restart your computer while holding the SHIFT button
    The Advanced Startup menu will open on the boot.
    Go to Troubleshoot.
    Now, go to Advanced Options >Command prompt
    Run this command to take ownership of the folder:
    icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc /T /Q /C /RESET
    Run this command to rename the folder:
    Ren C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc Ngc.old
    When finished close the command prompt then click to return to the first screen
    Click to continue to normal boot
    Sign in using your password, and then configure your PIN again
