While loading Win 11 get error code that department of education has locked laptop down in Swift 3

Recently bought a used unlocked acer swift 3 14inch laptop from a friend for 100$ the current m.2 drive was too small so I upgraded to a Kingston 1TB and reinstalled Windows 11 on it when it loads the windows it gets passed the thinking park blue screen pops up with an error code and with the department of education has locked this laptop down. Who do I call or get in contact with to unlock this potentially stolen device.
