Predator Neo 16: i5-13500HX CPU not clocking past 3.8 GHz under max load (specs say 4.5 GHz max?)

Was running some Cinebench R23 multi-core tests on our "new" Predator Neo 16 comparing the various power plans… Noticed that after an initial spike to 3.7 or 3.8 GHz when the tests first started, the CPU clock speed settled down to 3.4 - 3.6 GHz for the duration of the tests.
I had Predator Sense open as well as Task Manager just to watch CPU temp, load, and frequency. Load was always 100% running the tests.
I think (?) it did well - the scores were 18k+, the highest being 19,200+. I believe it was the "Balanced" WINDOWS power plan (not "Acer" PP) and the "Performance" setting in Predator Sense that yielded that highest score. The temps were highest using Balanced PP + Performance or Turbo (like 98C & 100C respectively). Using Acer PP + Balanced I think it was only high 80s and still an 18k+ score.
Even after I created my own High Performance power plan for windows, switched on Turbo mode, and additionally selected Highest Performance setting in windows, this CPU clock speeds would not run any higher in the tests. Is this odd?
In our previous Acer laptops (Aspire 3 and Nitro 5) whenever you'd set Windows PP to "High Performance" the CPU would immediately idle at max turbo boost clock speed. I've yet to see this Predator Helios touch 4 GHz and specs say the max turbo boost speed is supposed to be 4.5 GHz.

Ok. So collectively its normal to see the one max clock speed in the high 3 GHz?
I have to say I'm pleased so far. This Predator laptop looks and feels very well built. I was actually thinking of lowering the max CPU core frequencies - lower temps is more important to me than max performance. I've unhidden both P and E core max frequency in the power plan; might try entering 4.6 and 3.4. I also haven't tried Efficient Aggressive turbo mode yet
