What does Automatic activation in Optimize drives do in Windows 11?

Hello, I have a question, what does automatic activation in the Optimize drives service and this command "netsh int tcp set global autotuninglevel=disabled" in cmd give? Somewhere on the web there was a video that supposedly speeds up copying/pasting files, I didn't change anything in the system, because I prefer to first make sure what I'm dealing with. Thank you for your help ;)
