Are Intel's 13th and 14th generation CPU problems possible hidden dangers in PHN16-71 laptops?

My laptop is Acer Predator PHN16-71, 13900HX and 4060, I watch videos such as YouTube or bilibili in balanced mode, with a power on, the average VID of the laptop is about 1.41v (1.39-1.43), and the frequency hovers at 4.0Ghz, I am worried about "The intel instability and degradation rant.", I want to drop the pressure slightly in throttlestop, but I find that it seems to be locked and cannot be modified, can I only modify it in the BIOS?

    No load (meaning nothing running except a CPU-Z to detect the voltage) is about 1.34V (1.3-1.4V)

    It appears Intel has said mobile chips including the HX are not affected. (Source)
