Help! Acer Veriton N4640G system doesn't boot, it's stuck on Acer logo

System is an Acer Veriton N4640G.
Every single time when I turn it on, it shows the Acer splash screen and it's stuck there for ~30 seconds. Then it reboots and gets stuck there again. I also cannot access BIOS Setup or Boot Menu.
What I have already tried:
- Removed the SSD and put it in a different system. Booted off of it fine, so the SSD and Windows installation is good.
- Removed the RAM sticks, moved them around, tried only 1 stick etc. every single combination
- Reseated and repasted the CPU
- Took the CMOS battery out for 20 minutes
None of the above made any change, still the same exact behavior.

    Additional info:
    There's no beeping sound. CPU fan spins the whole time at a low RPM. I tried only disconnecting everything unnecesarry (only power and DisplayPort connected)

    !st, remove the battery and hold the power button for 30 seconds to boot.

    If that doesn't woek then remove the battery and power cord and let sit over night with no power or battery.

    Also I'm wondering if you remove all RAM, do you get a beep when you boot ???

    You may have to try booting from a recovery USB created on another computer. But please try the above steps 1st.

    It sounds like it's getting in to the start of POST or else the display wouldn't show the splash screen. That usually means it's not able to complete POST, which could be a corrupted CMOS. The first step is to try to reset the CMOS. Take the battery out and let it sit overnight as suggested, then put a new battery in (not the old one). and try to boot into the BIOS. Booting to a recovery drive won't work if you can't get into the BIOS, since by default the boot menu is disabled. You might be getting through POST, then failing as the UEFI image is loading, or failing at the first step in the OS load, but in both of those cases I think you would be able to enter the BIOS.

    Unplug AC from the rear or wall when you let it sit, overnight to reset the CMOS as Billsey stated.

    The power MUST be COMPLETELY drained to reset the CMOS .
