You will need to provide the "suggested solution from Microsoft" so that we know what you attempted.

Great, thanks for letting us know the Microsoft article.

Which operating system is on the system?

    What exactly did you do?

Have you considered restoring the system to factory defaults?

I'm a little confused at this point.

If you do not access the internet with the system, why is IE9 an issue?

I meant that I don't connect the machine to the Internet I am just trying to fix the issue with IE 9. Basically when you

double click on IE you get error saying that there no internet access, yet I don't get that.

If the machine is not connected to the internet ... why are you launching Internet Explorer ?

    Have you completed this?

Let me reset Internet Explorer myself

To use the Reset Internet Explorer Settings feature from Control Panel, follow these steps:

    1. Close all Internet Explorer and Windows Explorer windows.
    2. Click Start, and then click Control Panel.
    3. In Control Panel, open Internet Options.
    4. Click the Advanced tab, and then click Reset.
    5. In the Reset Internet Explorer Settings dialog box, click Reset.
    6. When Internet Explorer finishes restoring the default settings, click Close, and then click OK two times.
    7. Close Internet Explorer, and then reopen it. The changes take effect the next time that you open Internet Explorer.
