I have a Acer Aspire 5 A515-56g laptop. I've had the battery charge limit on for quite some time now but now when I turned it off my laptop battery won't go past 75% no matter how long I plugged in the charger (Battery status: 74% (plug in)).

The battery 80% limiter is a gimmick that causes one of the problems like you are experiencing. you never ever limit your battery from charging to 100% as it gets a memory and that is what has happened to your battery. The only solutions that you have is this, you either change the battery for a new battery or you need to get this battery reprogrammed by a technician that has a battery reprogrammer which not many techs have.

Do a battery report and compare the battery design capacity to what the battery full charge capacity is at 75% as that will tell you how much the battery has deteriorated, as for a battery of a 2020 laptop like the Aspire A515-56 it should only be max at 35 cycles and a 20% battery degradation from the battery design capacity, that is if you have used this laptop continuously and regularly and the laptop has been plugged into the mains.
