Acer Extensa 2540 blue power led blinking and orange battery led blinking

I have got an Acer Extensa 2540 and I had the power LED and the battery LED flashing and tried charging the battery up for 24 hours but still had the same issue. I then replaced the battery with a new one and tested the charger with a multimeter but it is 19.1-19.3V which is around the charger's actual Voltage, and still have the same issue so I'm not sure what the problem is. What should I check next? And what is the actual problem? And how can I fix it?

If anyone could help I would be very grateful.

    These batteries are for your laptop: AC14B3K, AC14B8K, AC14B13J, AC14B18J, did you buy the correct one?

    This laptop is 6-years old and could have developed bad contacts or hardware issues like the 2 DDR4 RAM modules and slots. You did not mention replacing the adapter, they last about 4-5 years maximum, the voltage out may still read OK but the amps (power) may be insufficient to charge the battery, try another adapter that fits in the DC port.

    I recommend checking the DDR4 modules and slots and do a Power Drain with the Power Button, follow the video how to open the back of the laptop and disconnect the battery cable from the motherboard: https://www.youtube.com/watch?v=zNjnwYqJuNM
    Remove the 2 DDR4 RAM modules from the slots and push the modules firmly back in the slots. Next, press the Power Button on the keyboard for 10-15 seconds after that reconnect the battery cable to the motherboard. Close the laptop, plug-in the adapter then boot to BIOS with F2 and reset BIOS with F9, save on exit. Boot to Windows and uninstall the 2 battery drivers (see picture red circle):

    Check internet is working and just reboot, Windows will reinstall the drivers. If this did not fix the problem, double check your battery model and create a Battery Report in Windows if the battery has any charge left. Consider getting a new power adapter ($50).

    Thanks for that I did all you said and it didn't fix the problem and I checked the amperage for the adapter which is always 0A so I'll just order a new charger and I'll get back to you if that fixes the problem.

    Could you tell me if a 45W 2.37A 19V charger is ok for this laptop?

    Spec says 45W 19V 1.7x5.5x11, so that meets spec unless the connector (5.5mm barrel with a 1.7mm hole) is the wrong size.
