Acer Aspire Why the Reboot order in the bios is not saving my new order of priority?

I' trying to boot from flash disk, but every time I change the order to be from the USB and save, it is not saving?!
Acer model no. MS2360

Is the USB flash disk inserted in the correct USB-C 3.2 port? Did you make this disk on another PC with the same Windows version and inserted in the USB-C 3.2 port. Is this a Windows Repair disk or one loaded with a Windows ISO image, did you select "To be installed on another PC" option?

Windows Boot Manager is set as top priority correctly. The USB drive will show up in the list when you use the F12 boot menu if the drive is bootable from UEFI.
