Swift 3 Ryzen 5 5500U throttling down to 0.4 GHz when charging/fully charged.

I just got an Acer Swift with the Ryzen 5 processor but unlike my old laptop (Acer Aspire 7) every time I plug my laptop in it just throttles down to 0.4GHz and it's making it unusable. How can I fix this?

    Search 'power plan' in Windows start menu. Click 'edit power plan' control panel near top of menu. Post screenshot of what comes up if possible.

    Just switched back to Windows 10 and it kinda fixed the 0.4 GHz problem but only when unplugged. It still stays at 0.4 when plugged in or fully charged. I checked the thermals as well and it doesn't show any signs of overheating.

    What else can I do? I'm willing to switch to Linux if it means it could fix this problem. Unfortunately as well, this laptop is past the point where I could return it and buy a different one.

    To avoid sleep complications, temporarily change ALL settings in Control Panel power plan to Never. Save settings. Then click on the 'change advanced power setting' options. Expand processor power management folder. Expand max processor state subfolder. Set to 100% on battery and plugged. Click to apply.

    Then search 'button' in Control Panel. Click 'change what the power buttons do' in left pane. Click 'change settings that are currently unavailable' near top of next pane. Scroll down and UNcheck box for fast startup. Save settings.

    Shut down Windows normally. Wait a minute or two. Then turn it on again. Test CPU speed.
