Slow performance after reinstalling windows AN515-43

Hello i have been having an issue with my Nitro AN515-43 AMD Ryzen 5 3550H with Radeon Vega Mobile Gfx 2.10 GHz 8.00 GB (5.94 GB usable) and I've had it for 2 years the day before the reinstall everything was fine and games were running great but after there were some strange things happening for example random cpu and gpu sikes to 100 then fluctuates like it will be at 13 then spike to 80 then back down all over the place same with the gpu and games i used to be able to run just fine run like trash i have tried reinstalling drivers reinstalling windows and a bunch of stuff i saw online but nothing has worked another odd thing is that in the amd soft ware the clock speed on the gpu does not go above 200 not sure if that is normal or not pls help

oh no worries i fixed it so the issue was where the games were saving to i put in a ssd and saved them to there instead and then the games started to work just fine not sure how that worked but it did

Did you try to reinstall the generic Microsoft Windows version? Or the ACER OEM Windows factory version that's on a hidden boot drive factory reset partition?

I dont really understand what you mean but all i did was a factory reset and selected to wipe everything pretty sure thats the same thing as a reinstall then after all this stuff started happening

A big difference between reinstalling generic Windows version using the Microsoft USB installation media tool and reinstalling OEM factory Windows version using the ALT+F10 erase everything cold boot method or from the ACER Care Center

(1) If it was running fine, then why did you do a factory re-install in the first place?

(2) Did you make sure System Protection was turned on in Control Panel's restore point app immediately after the factory reinstall?

I was saying is that I thought it may have been a driver issue so i reinstalled them but it did not work and I did factory reset because my computer was crowded with just a bunch of stuff and I didn't i dont know what system protection is

Open Control Panel. Search 'restore point'. Click 'create a restore point' in the left pane. Is System Protection turned on in the box that pops up?

well no it was not so i turned it on now everytime i turn on my computer it blue screens and restarts its like looping over and over but also i checked nitro Sense and the gpu fan was stuck and 0 do you think a broken fan could cause the issue?

Yes, if the GPU overheats to 85°C or more.

Well then ig not its always around 70°C welp no clue what to do

this may not be important but once i broke my laptop charger and tried to use another one but it would always disconnect after charging it for like 5 seconds because it did not give near the amount of power the laptop needed but now i plug the exact same charger in and its actually charging it and not disconnecting at all

Unplug the stalled fan's mainboard connector to see if it makes any difference.

kinda worked i can now get a solid 40 fps but it stutters alot
