Most motherboards have a group of small pins where you connect tiny cables such as Power Led, Reset Button, HDD Led etc. Two of these tiny pins are used by Power Switch.

But since your PC is prebuild, I'm afraid that it has only one larger connector and not many individual ones. Only way to be sure is to check.

If there is only one big connector (usually black in color), it might be impossible to power up the PC by shorting the two necessary pins (PWR Switch). Of course you can try by unplugging the connector, but then you would lose some functions.

Connector #11 on this diagram is the front panel header:
IIRC it's a pretty standard pinout for the front panel and you can always trace the wires from the stock from bezel where the power button resides. The power button itself simply shorts the two wires together momentarily.

Brian, with the instructions above, have you been able to boot?

The picture you posted rises more questions than it answers. To me it looks like you are outside, there might be some water damage, RAM and some screws are missing etc.

Anyway, good luck... and don't get electrocuted.

Did you get the wires traced or have you connected another button to test with?

Did you trace the wires from the original power button? All you need is to short those two pins together momentarily to trigger the start circuit.
