GPU fan issues (Predator Helios 300 PH315-51)

Apologies if this is an obvious answer to my question, but I'm having issues with my GPU fan. I did try and search into things and saw mixed answers about whether it might be power not going to the fan or it needs to be replaced, etc. My GPU fan on Predator Sense comes up as 0 RPM (even with a game running that makes the GPU run hot). When I start up my laptop, I do notice that the GPU fan does spin initially and then stops so I don't think it's an issue of power going to the fan.
I opened up the laptop and checked to see if it was the fan's plug and even cleaned out the fans to the best of my ability. The CPU fan is running fine and does spin normally, but the GPU fan seems to be a bit hard to gently spin with my fingers when I did look at them while the laptop was opened up. Would this indicate that there's an issue with the bearing on the fan? Is there any way for me to salvage the fan or possible get a replacement of the fan part because I would prefer to stick with the metal aeroblade fans if possible.
