Poor performance and low GPU usage acer nitro 5 an515-57

I recently bought an Acer nitro 5 an515-57 with an i5 11400H and RTX 3060 with 16gb ram and when I try and play games like cyberpunk 2077 my gpu usage will be low (around 30-40%) and I cannot get it to go over 60fps in the city at all no matter how low I turn down the settings. I've tried going into the nvidia control panel and selecting my rtx 3060 as the main gpu, turning on game boost, high performance mode on nitro sense and YES I do keep the laptop plugged in while I'm playing but nothing seems to change no matter what i do, prior to me buying the laptop I watched benchmark videos on YouTube of the same model and they were getting 60-80 fps in similar areas. I'm not sure if my laptop is at fault but the gpu seems to run with low usage on every game I play, I've also experienced the battery draining while playing under load while plugged in but I've been told this is relatively normal but maybe it has something to do with this?
