Shift/F10 only lowers the volume and shift/Fn/F10 does nothing. How do I get into the command prompt during the setup process so that I can shut down the network prompt? I know I'm nkt the firsy sith this problem, but I can't seem to find any answers Nywhere.

Nm. Figured it out. Windows plus x during setup allows you to hit the system wheel, then task manager, then you can shut off the network connection flow and continue the fact reset.

I think you have to hold down the ALT and keep tapping F10 to reach the Recovery Menu when bootup.

    Troubleshoot>Reset This PC

This recovery partition is stored locally on your PC's HDD/SSD.
Unless you want to link to your Microsoft account, you can still activate an account locally without internet.
