It could be depending on the system specs. If its a hardcore gaming system then battery life won't be great though 3 hours seems a bit short. If you set the display brightness unnecessarily high then it will eat into your battery life. You can undervolt the CPU in Throttlestop to get a bit better battery life. Also optimising your system by keeping the drivers updated etc. to lower the CPU Package power to a minimum helps. For ex. in my 8th gen. system CPU Package power was 2-3W at idle before optimising and just 0.5W afterwards.
I had used this excellent guide http://forum.notebookreview.com/threads/guide-improving-battery-life-on-windows-enabling-deeper-c-states.815602/
Post your system specs. If there's a discrete GPU and Optimus or the AMD equivalent isn't supported them battery l8fe will take a hit.

That seems way too low. Install HW Info and check the CPU Package Power. At idle in a well optimised system the CPU usage should be close to zero.
Also install Battery Info View and check the power draw on battery while leaving the laptop to idle.
The battery is my 3.5 years old laptop is severely degraded (35% health) but is still gets 2.5 hours during video playback. Mine is a lower power system with i5 8250U and MX150 but still when brand new it used to get 5 hours only which went to 8+ hours after optimising. Check the guide I posted as well.
P.S. The Microsoft Films and TV app built into Windows 10/11 is by far the most battery friendly when it comes to local video playback. Though the image quality is a bit less compared to Media Player Classic HC which uses a lot more battery.

This is an example of a well optimised system. At idle C0% (CPU usage) and CPU PKG Power should be as low as possible.
