Extra hard drive causes boot order issues Aspire A515-45

I have an Aspire A515-45 and without the additional hard drive the SSD is disk O and it boots right up. After installing a Toshiba drive into the drive bay the SSD becomes disk 1 and the mechanical drive becomes disk 0 and I have to enter the bios and manually switch the boot order every time I boot up! When I unplug the Toshiba it goes back to the SSD being disk 0 and it boots fine. How do I install the Toshiba and make the bios recognize it as a storage drive and not disk 1 every time? There are no files on it so it shouldn't be seen as an OS disk.

The 2.5" Toshiba HDD's hidden EFI boot partition must be disabled or set to a data only partition if you want to boot from the m.2 SSD's hidden EFI boot partition. Boot to the SSD. Then try to do it from ControlPanel's disk management app, diskmgmt.msc. Or follow this brief tutorial
