PC cpu fan spins up at full speed after shutdown n50-600

For the last year or two my acer n50-600 nitro  cpu fan doesn't stop spinning after shutdown. ive been just unplugged the power every time I'm done using but I'm looking to get the problem fixed. I've done some research and some people say it may be the motherboard or bios. ive reinstalled windows on a fresh drive and no fix. i was looking to maybe install a motherboard driver for it but i haven't found anything. definitely a odd issue but if anyone could help out id appreciate it

    Hi @joshuaj7,

    If you shut down your computer properly from the Window's start menu or by pressing the power button and you notice that your screen is off but some internal parts still remain powered on such as the fans or lights, then there is a chance that the fast startup setting in Windows could be interfering with your computer.
