I am trying to get a Windows ADB driver for my Acer tablet, but the Acer website doesn't recognise my model or serial number.
The model number is ACTAB1021_A

I believe that is a tablet designed and built for a specific vendor, and all support is handled through the vendor, not through Acer. Similar to some of the Gateway products sold though Walmart in the USA.

    That makes sense.
Now, if someone could tell me where I can get a Windows ADB  driver for it, I would be most happy. Win 10 can tell that <something> is connected, but can't recognise the tablet.

On the Windows side of things use Device Manager to view what appears when you connect. Bring up Properties on that and go to the Details tab, then look at the Hardware IDs. Searching for those should give you a driver for that port...
