Acer Aspire A515-43-R19L Charging Circuit Does Not Charge

After owning this laptop for about 7 months, one day I noticed that the battery was discharging even though I had plugged the computer in. It had charged just fine the night prior. After doing the basics (resetting the battery, etc.) I eventually removed the battery, ran the computer soley off the A/C line and ordered a replacement battery to check. Today I recieved the replacement and had the same issue. Both the battery and the A/C line can supply power to the computer, but the charging circuit does not charge the battery, yet the orange light still appears. I've done my best to research but I haven't seen anyone else with this issue.

Edit: It's not a software issue, this can be observed even in the BIOS menus, prior to the loading of the bootloader. It seems that it might charge with the system off, I'll wait and see

Open Control Panel. Search 'button' Click 'change what the power buttons do' in left pane. Click 'change settings the are currently unavailable' in near the top of the next screen. Scroll down an make sure fast startup box is UNchecked. Then shut down Windows normally with charger plugged in. Don't try to turn the laptop on. Wait till the battery charge LED turns from steady orange to steady blue. This may take several hours even for a new battery. If the charge LED eventually turns steady blue, the charging circuit is likely OK.

With programs, apps or gaming with high power demand, it is possible for the laptop battery to drain in order to complement the charger in providing enough power to meet the demand. This is normal.

That is not the issue. What I just tested was letting a battery charge on a completely shut down system (I use a Linux Distro, and have it configured to power off, not hibernate) and left it alone for enough time to at least get some charge. Attempting to start the computer, it immediately shut off due to no battery power, even the the A/C cord connected. This tells me that the power can leave the battery, but cannot go into it.
