You must try to boot from the Win10 USB stick to try to solve this problem. Win11 will just complicate trying to solve this probelm. Is the F12 boot option enabled in the BIOS Main tab? Also please post a phone photo the BIOS Boot tab if possible.

Can you try moving the HDD and WinBootMgr to the bottom of the boot order after the USB cdrom. For good measure, blow air into the DVD tray to try to remove any dust/debris from the read/write lasers. Then  put the Win10 DVD in the DVD tray. Then shut it down and try the F12 method with both the Win10USB & Win10DVD inserted. If it fails, try another USB port. All we need to get to is the Win10 installation menu on the boot stick or DVD because it has a trouble shooting section that we can look at the HDD and other components.

I tried all possible combination in boot mode. Got 2 USB and both was used.

Hhd and Windows boot was on bottom with no effect.

I did try dvd and usb combo and also didn't work.
After usb produce this green colours, laptop will end up in acer loading loop. I don't get "press any key to start from dvd".

I will try tomorrow to open laptop guts and try to clean what I can without much of removing hardware and messing with whats inside. I don't want to accidentally damage motherboard.

I will also tomorrow and search if I can find any wire to connect to other laptop and try to boot it from lan.

Is it possible to instal windows 10 on 16gb flash drive and run it from that? If that would work, could that means that my hard drive is just dead?

Temporarily disconnect the HDD from the mainboard. Try to boot from the USB alone without the HDD connected.
