Acer Care Center Will not Open Aspire 3

Hi,
My Acer Aspire 3 is half a year old. The ACC worked OK. Now, it will not start.
Clearly I went through the searches and answers available before asking: Nothing helped.
Then, I have downloaded and re-installed it, the last version Acer Care Center_Acer_4.00.3019_W10x64_A.zip
The ACC service in Win10 is on. Now I can see the ACC installed as a software to de-install.
However, formerly it was seen in the Menu as Care Center under C, now it is not. But why?
I can see the ACC green icon in the taskbar near the clock, but it will not start with the right mice key anyway.
Nothing happens. Among a dozen of .exe files, which one does start the ACC? What else should I try to do next?

    Well, I can see that these alarms are produced or provoked by the ACC.
    I can bear that. As soon as the ACC got closed, there are no sound alarms, the green ACC icon near the clock is by the way available though.

    Try windows x
    click on power shell admin or command prompt admin 
    type rstrui
    chose an earlier date on which your computer was working fine  
    click on next, finish, yes
    It will restore your computer to an earlier date 
    if you get an message - system restore not completed - click on close 
    It will show you all the icons..

    Try and check whether it is working now ..  Other wise please let us know we will try alternative steps..

    Success! It was a fine idea of yours!
     
    As far as the system got back, the ACC could start right away from near the clock.
    Now, the both green apps appeared within the list to de-install.
    However, another problem emerged:
    Windows sound alarms started to appear on my part unprovoked, I don't know what it does mean. I'm making no steps to "bother" the system while even not touching the keyboard or they appear much later on than that. No matter which application installed is open. Any idea?
