Acer aspire E15 looping after factory reset

I have just reset my acer aspire E15 to factory settings, but when it asks me to create a new user, the screen just keeps looping back to the beginning. What can I do to sort out this problem as I have an unusable laptop now

Did you do an ALT+F10 erase everything cold boot factory reset or a reset while you were still in Windows or with an ACER app? Jack E/NJ

I did alt f10 from bootup0

Press and hold the power button till the laptop shuts off. Turn it back on and immediately start tapping the F2 key to enter the BIOS menu. In the Security tab, set a supervisor password. Don't forget it. Press F10 to save settings and exit. Then press and hold the power button again till the laptop shuts off. Turn it back on and immediately start tapping the F2 key to enter the BIOS men with the password. Then disable secure boot. F10 to save settings and exit. Then try to create a new user again.
