When plugged in, the battery charges for 10-15 seconds and then discharges for 10-15 seconds. This loop is continuously running on for about an hour now. I tried switching wall plug socket, disconnecting and reconnecting charging adapter, restarting the laptop but nothing helped. I checked for this problem online but nothing seems to fix it

First, which model laptop do you have? Give us the exact numbers. Also check the chargers specs e.g. voltage and amps, the best way to check if your charger is working is to check its voltage with a voltage/amp meter at its plug and if the charger conform to its specs. if the charger is faulty replace it as battery and charging problems are varied and complex.

Because and if there is something wrong from your laptop end it could be numerous problems like the laptop plug, AC Jack Cord Plug, the motherboard charging circuitry that has to be diagnosed by a technician and all its power components checked and fixed and where the problem is and if it can be fixed and your motherboard is fixable and not damaged?
