How to access safe mode from boot up

My computer won't start up every time I do I get a black screen with my mouse to move around doing ctrl alt delete to get task manager does nothing
I have windows 10 and everywhere I read I get told I have to use the settings to get to safe mode or do F4 or F8 nether have worked 
Going through settings isn't even an option since I can't access the menu

    We will start with the questions... What model of computer do you have? What OS is running on it? Do you know how much memory and how big of a drive it has? When you try to boot it do you get anything displayed on the screen before the mouse cursor?

    This sounds like a Windows 10 issue (if you do have W10).  If so, use another PC and download Windows 10 from Microsoft and create either a boot DVD or a boot flash drive with the latest version of Windows 10 on it.  Boot your PC from that and use the Repair mode to troubleshoot the startup issues.  That issue is commonly caused by a failed Windows update.
