If your desktop is 5 years old or older, it might be the CMOS (system) battery.  We had a similar stuation and changing the battery (approximately $5) resolved the issue.

I have the same exact problem. I also changed the CMOS battery but still no luck. It would randomly show BIOS but now it's just not recognizing monitor input. Any suggestions would be great. Memory is fine because I tested it in same exact machine. I also, I had changed the PSU unit with a 350W one.

    Hello RBent,

You can do another test if you have a graphic card:

    OFF VOLTAGE

    - Remove the graphic card

    - Connect directly the monitor on the vga port of the motherboard

      (Don't install any driver - It's just a test)

If you have no video signal + the others problems, your motherboard is dead.

Note: Why had you changed the PSU?

I had the same problem, cleaned all the dust that was clogging up the fan, took the ram out and put it back in. Solved the problem. I think if the date and time are ok then the CMOS battery is ok. I also took that out then put it back in. Give it a try, worked on mine.
