Internet Explorer can it be safely uninstalled on just 1 of the 2 users? Then reinstalled?

I accidently saved a Microsoft Theme group (which I did get rid of now) but it somehow got attached on my home page and can not remove it . I tried even with regedit with no luck I seem to get rid of it but returns again when I restart Inernet Explorer. My

question is can Internet Explorer be removed completely on only 1 user on my laptop and the reinstalled to clear up the problem? As the second user on my system the Internet Explorer works fine with no added theme group extention on my address for the home page.

Just wonderring too if I were to backup Internet Explorer on the "good side" and restore it on the "bad side" would this fix the problem?

I would like step by step instructions so I can fix this myself. I called the place I purchased the laptop but they can only restore it to the point where it came from the factory. I do not wish to have save all my documents and programs I have to esentially have to start them all over again. Some documents have take years of work to get this far as they are constantly being updated.

I have chnged the default browser to google chrome but perfer Internet Explorer if possible.
