Predator Helios Neo 16s - Does fast shutdown option affects the laptop?

Yesterday I notice in task manager that my laptop (Predator Helios Neo 16s) hasn't shutdown completely from 3 days, so I looked into it & found,
it happened because of Fast Shutdown option given in control panel so I turned it off
but after doing that USB Port with Power off charging stopped working then again I turned on fast shutdown option & the USB port starts delivering power off charging again.

So turning On fast shutdown option does damage my laptop or it don't?

I need that USB power off charging but not on cost of damaging my laptop,
I have charger but mostly I sit next to my laptop so its more convenience too me.

I looked into internet & found it have some bad Impact on laptop but I don't know how bad it is (sorry I'm not good with Tech & software related things😅)

Is there any other setting available, which keep on the USB power off charging even after I turned off Fast shutdown option?

So please share your suggestion on this.

Just disable Fast Startup. Most users do this nowadays since their systems already have SSDs, making the feature unnecessary. USB power-off charging is often linked to Fast Startup being enabled but this doesn't harm laptop. If need that power off charging, You can manually restart your laptop sometime for proper fresh boot.

Also, in you laptop I don't i don't think USB power off charging rely on it. Make sure to plug your usb to port made for usb power off charging.
