Acer Nitro ANV16-71 Fps dropping to 5-10, cpu speeds throttling to 400-440Mhz

Hi, 3 weeks ago i bought a new gaming laptop, Acer Nitro ANV16-71 with rtx 4060, i7-14650HX, 32GB DDR5 ram. I have a problem where while loading heavy games like nfs heat, gta 5, rdr2 my fps drops down to like 5, i decided to turn on an overlay to monitor my specs and noticed that my CPU speeds throttle to 400-440Mhz, now i am not sure whats the cause of the throttles because it sometimes happens when the cpu is at 95 degrees and sometimes at 80 degrees so i am not sure if its thermal throttling but when i benchmark the cpu in intel xtu i noticed that it almost always gets power throttled and current throttled, this crazy panic throttles also happen ingame, like while playing cs2 deathmatch or competitive. Anybody knows what may be the cause of the issue and if that means my laptop is defect and i should return it, keep in mind that this is a new laptop, i bought it 3 weeks ago.
