AN515-44-R18X CPU frequency dropped to 1.4GHz, thermal paste was replaced with Arctic MX-4 month ago

A couple of days (I am not exactly sure when this happened) ago my laptop's Ryzen 7 4800H frequency dropped to 1.4 GHz (which caused the entire OS to behave way slower than it did) and since then it didn't change. Neither does running CPU-intensive benchmarks or games change it. The thermal paste was replaced with Arctic MX-4 a couple of months ago. I tried unplugging the battery internally and starting the laptop without it, which worked but didn't change the frequency. I also think this isn't a software issue, since I tried booting Fedora from a flash drive and the frequency was the same there.
