Model N16Q10 no longer responds to touching screen

Bought in 2017. I recently signed in then tapped the symbol on bottom of screen to see list of my apps. It did not respond. I tapped every symbol on screen = none will respond.

I HELD HOLD, SHIFT, and tried every key to reset it. Didn't work. But a different screen appeared and if I tap a item in it's left column = it would change to that screen. But it will not shut down and now when I turn the Chromebook on it tells me things = but I cannot turn that off.

Any suggestions?
