Benq EL2870U Monitor Blackouts when CFL tube light turns on & Fans or External speakers on AN515-54

I decided to buy a 4k monitor "Benq EL2870U" from a friend at half price and it is almost new, not used because he bought two same model monitors.
The problems start to show when I turn on the CFL tube light in my room. After I turn on the tube light, the monitor display blacks out and it's back to normal after a moment. The same happens when I turn on the other tube lights in the home. Then I thought it was a circuit problem, there was no way it was a monitor fault because my friend is using this same model monitor on a gaming desktop the CPU consumes way more watts than mine as I am using it as an external monitor for my laptop nitro 5.

Then I went to another friend's house and checked by using a high voltage gadget that was an old big radio. When I plugged the radio into the plug my monitor blacked out and back to normal, same story.

Then my another friend came then he said "lets check with another laptop which was aspire something and nothing happened." Then we found out that not home circuit, not not monitor and it was the laptop my nitro 5 (System Model: Nitro AN515-54).

I came back to my home and checked the monitor with my sister's laptop which is "HP" brand. As my one friends came with me in my home to investigate is the problem exist with another laptop too. We turn on the monitor connected to my sister's laptop and my friend sit with the laptop to check if display goes or not and I went to all room turn on and off the tube light and NOTHING happened. Then we change the hdmi cable and done the same dirll yap problem arise with my laptop not other.

And just today I found out that these external monitor turn off display things also happen when the fan I opened at full speed and sometimes i turn on my external speaker it happens.

what to do?
i tried stablizer for monitor only of 600va
i tried with the ups
nothing

    You can try reinstalling the Nvidia GPU driver or replacing a different charger.
