Why won't Acer Predator Connect D5 gives connect to 4G/5G using my Microsoft surface?

Acer Predator Connect D5 gives insufficient CC Level 1.5A using my Microsoft Surface and won't connect to the internet using 4/5g. When I use my HP laptop Probook G5 I don't get the message and can connect. What is wrong with my surface (also message when surface is on power supply)?

    It's a fault of the Surface in regards to the power they will supply over the USB port:

    In your case the D5 requires 1.5A of 5V from the port, and the Surface tells it that it can only supply 900mA, or 0.9A. Most laptops with USB-C do provide at least the 1.5A output if not also the 3.0A output. Microsoft designed the Surface for a lower end market and sacrificed the higher current for longer battery life.
