Veriton N4640G and Intel ARC 310.single slot Sparkle A310 ECO - just to find that isn't even find it

I tried to add a low profile, single slot Sparkle A310 ECO - just to find that isn't even recognized by the system!
Quickly checked with other [older] video cards, works perfectly. Other pcie devices, like dual 25gbps sfp28 card [+ two sfp→rj45 modules], nvme ssds [on adapter, booting without problems], a hdmi capture card - all worked perfectly.
Checked this card using a thunderbolt3/pcie 3.0 16 adapter, on the main pc - again, no problems.
My system have an A02 bios, I5-7500T CPU, 8GB RAM in dual slot; both extensions are used, cdrom+hdd one and pcie one. I tried with various power adapters - 65W, 120W… no success.
Any ideas?

    According to the Sparkle site, that card needs a 350W power supply. The largest PSU available for your system is 135W, and it likely just can't provide enough to run the card.

    A310 is rated 40-75W on Intel's Ark site. On Sparkle's site (https://www.sparkle.com.tw/en/A310-ECO), entire card is rated 50W.
    I just put another card in, a 35W-rated, old as Earth, NVS 450. It just works (4K@30Hz, FHD@120Hz)
