    Have you read QN13, while reversing the leads ??

    Anyhow you're looking for ZERO ohms ohms on the 5V stand-by (STB) line ?

    I've checked QN13 in every direction and in all directions it now reads 19 ohms. Isn't that too low, considering that the other 3 pin chips have much higher resistances?

    Check it in non-semiconductor range of your meter.

    or remove it and check it.

    My old eyes strain to see the circuit.

    Just order a new QN 13 and replace if unsure.

    No matter, it is not getting rid of your zero ohm resistance on your 5 V STB line.,
