Strange refresh rate problem with my laptop, when drag down the mouse cursor refresh goes low

This issue has happened once and i managed to get rid of it for a bit after talking with microsoft support and doing a clean reinstall, however it happened again today: The issue is that when i drag my mouse coursor on my desktop page the refresh rate of the laptop (that should be 144Hz) lowers considerably at least to 50Hz and its very annoying, this DOES NOT happen when i have the browser or program files open, ive tried everything, update drivers, clean reinstall, delete all useless background processes, checked the integrity of my hardware etc but found absolutey nothing wrong, the only thing that worked for 1 week was doing a clean reinstall but today the issue came back without reason, i would gladly appreciate any help i can get and i will provide more information if needed.
