CPU and GPU usage decrease and my FPS became somewhere around 10

when I play games my FPS is normal and everything is ok, but when some difficult moment begins for the computer, its cpu and gpu usage decreases and my FPS becomes somewhere around 10

    when I play Valorant my fps is 200. but when I use q on catch my fps drops to 30
