No SuperSpeed USB 3.1 on any port - Predator Orion 5000 PO5-650

PO5-650-UB21 running freshly installed, updated Win11, latest firmware R01-A3, and Intel driver update utility fully patched

I'm unable to get any USB port running at full USB 3.1 speed with 5gb bandwidth. Testing USB Ethernet 2.5gb adapters that work full speed on all other machines, both win11 and mac.

USB is functional but never hits anywhere close to USB 3.1 speeds. This is all USB ports, including USB-A and USB-C, including the high-performance ports on the motherboard.

    Spec says:

so there should be no speed issue. The block diagram shows:

So the rear USB 3.0 ports might have an issue with full speed, since it's shared with the Ethernet. The rear USB-C and USB-A 3.2 should be the fastest on the system, since they are directly off the PCH.
