Typically water cooling is used for the CPU and not for the GPU. There are kits to do it, but unless you are seeing very high temperatures it's likely not cost effective.

Other option would be to repaste the GPU core, repad the memory chips, and deshroud it. YT has bazillion videos how to do this.

In short, removing the plastic shroud and replacing noisy fans with something like 3x 92mm or 2x 120mm Noctuas. Depending on the card itself, you should be able to attach them to the original heatsink with zipties. Not the prettiest, but does the job well. Temps down, noise… what noise?

As for controlling the fans, you may have to attach them to the motherboard and use something like Fan Control to, well, control them.

well, what i have learned over time is that these acer branded GPUs that come in our pcs at least the 30 series are just a bad design. they are small cards with a small cooler.

i have been testing GPUs and a normal sized 3 fan GPU made by Gigabyte can have fans on 30% whereas on my acer 3070 they have to be at 100% and they still can't cool as well at 100% as the gigabyte 4080 Super can at 30%.

so, it's just a bad small design and I'm not sure about there 40 series branded cards. but I'm sure it's the same deal.

has anyone watched the video on their water-cooled hybrid 4090 it had the worst thermals of any card tested ever.

but everything they make has bad cooling. EVERYTHING.

i have completely gutted my 5000 and nothing is left but the case and i have no issues at all now.
