It is a hidden Power Plan setting; you have to tweak the Windows registry which I don't recommend. If you want to experiment with your system at your own risk, you can try to change this key in the registry with Regedit.exe: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\94d3a615-a899-4ac5-ae2b-e4d8f634367f But before you do anything export/backup the Registry while the mouse curser is on Computer (see picture) and click on File-Export. If the curser is on anything else your backup will not be complete.

To play it safe export the key above also in case you cannot restore the backup. Follow this link how to activate the System Cooling Policy: https://www.thewindowsclub.com/system-cooling-policy-missing-in-power-options-of-windows
A much better method to slow your fan speed is with Acer Quick Access (Silent Mode) or AcerSense that supersedes Quick Access. Try that.
