Maybe you are using a battery charge limiter like the 80% battery charge limit option in Acer Care or other battery monitor programs?
This is what the LEDs indicate, if the Battery LED is blue the battery is full.

Not according to the Battery Report, when the battery LED is amber that does not mean that the battery is actually getting charged. Something is limiting the battery charging, check Services if AcerCare Svc is running and check Task Manager-Processes tab what Acer apps are running at the background. If there are no apps restricting the battery charging you have a Battery Driver issue or BIOS needs updating. Update or reset BIOS (F9 in BIOS and save settings on exit) and uninstall the 2 battery drivers (see picture), then reboot.

If nothing helps the Smart Chip inside the battery may be bad, happens a lot with refurbished/cheap batteries. If you have a pinhole in the back of the laptop with a battery symbol insert a pin till you feel it click and hold it for a few seconds to reset the battery. If no pinhole and there are no warranty concerns anymore you can open the laptop and do this: Power drain + CMOS reset: Disconnect the battery cable from the motherboard. Locate the CMOS module (with 2 twisted wires Red and Black) and remove the coin battery. Shorten the +/- contacts inside the CMOS capsule for 2 seconds with a bended paperclip and put the coin battery back with the + sign facing up, close the CMOS capsule. Unseat the RAM modules and secure firmly back in the SODIMM slots. Next, press the Power Button on the keyboard for 10-15 seconds after that reconnect the battery cable to the motherboard. Close the laptop, plug-in the adapter and try to boot.
