GPU TDP lower than design. TDP of my video card is actually 45 W on Acer Aspire X1660G desktop

I recently installed a Intel Arc A380 video card on my Acer Aspire X1660G desktop. The video card was connected to the mother board using the PCIe slot with no extra power connection.

It works fine but I found one possible problem: this video card should have a TDP of 75 W according to its board design https://www.techpowerup.com/gpu-specs/arc-a380.c3913 , but CPU-Z tells me that the TDP of my video card is actually 45 W. I also tracked the GPU chip power usage with GPU-Z and both the PL1 and PL2 power limits are 45.0W.

Does this mean my video card is working with insufficient power supply? Thanks.

    Aspire XC-1660G model maybe? I'm not finding anything for an X1660G… The XC has a 300W PSU and that might have the PCIe budget limited to 45W I suppose, though I wouldn't have expected so. Does the A380 have an auxiliary power connector on it?
