After checking BIO I have latest installed, but the date is 2018. So a new AMD Ryzen 7 5700X 65 watt will be a direct drop in replacement for Ryzen 7 1700X 95 watt.?????

To be able to upgrade an Acer fitted AMD Ryzen 7 1700X mobo Socket AM4 to an AMD Ryzen 7 5700X Socket AM4 mobo you need to have an appropriate bios that will make the 5700X cpu compatible with the 1700X mainboard, which Acer didn't do so you can't do an upgrade like that. As you cant put the AMD Ryzen 7 5700X Socket AM4 into that mainboard and expect it to work. Even the mainboards with the B550 chipsets and when the AMD Ryzen 7 5700X Socket AM4 cpu was released needed a bios update for them to be compatible with the 5700X cpu.
