I have the Aspire 7 A717-72G and it's supposed to have 2 usb 2.0, 1 usb 3.0, and a usb type c 3.0 as far as i can tell from the specs and manual. Whenever I plug a usb type 3 devicce into the USB 3.0 ports, either the blue type A port or the type C port, it says I'm using a 2.0 port. Windows usb view and USBTreeViewer also say these ports are only USB2.0.

I don't know about the "USB Device Tree Viewer" app but this is the USB configuration you have:
    1x USB Type-C: 3.2 Gen 1 (5 Gbps)
    1x USB Type-A: 3.2 Gen 1 (5 Gbps), Sleep and Charge
    2x USB Type-A: 2.0

Check in Device Manager if you see yellow exclamation marks in USB Controllers, uninstall the USB controller driver and just reboot.
You should be able to use USB 3.0 devices with USB 3.2 ports without issues. Last resort: Reset the system to factory defaults without losing your files and try again.

Device Manager doesn't show any errors, I've turned off power management so it can't be turned off to save power, I've run the driver update through device manager for all 4 usb ports and a general windows update and looked for optional windows updates, my motherboard bios is the newest version and so is my gpu drivers, I'm using the manufacturers usb 3.0 cable.

I'm about ready to give up.
