Should I be able to extend the display from my Acer Chromebook 311 to an external monitor? I have a AOC travel monitor with USB plugged into a Dell docking station that is plugged into USB-C port on right side of chromebook. But cant get external display to display. I have mouse and keyboard plugged into docking station and they both work fine. In settings i searched on extend or mirror but no results. Maybe this chromebook doesnt support extending/mirroring to an external display?

Any help or suggestions would be greatly appreciated!!

That is correct. The docking station needs drivers loaded, and ChromeOS doesn't do drivers per se. Your CB311-9H supports DP Alt Mode on the USB-C port, so a simple USB-C to HDMI or USB-C to DP cable should work.
